Measures Already In Place For Another Plandemic - Here's The Evidence

Before Biden left the office of president, the Department of Health and Human Services awarded $590 million to pharmaceutical company Moderna to develop multiple modified mRNA injections for several “avian influenza viruses” including H5N1 and H7N9. As indicated, these products will use the new modified mRNA platform technology as used with the CONvid-1984 modified mRNA gene therapy bioweapon shot. The monetary award to Moderna is by design based upon an announcement in the Federal Register on July 24, 2024, declaring a potential public health emergency with a potential impact to national security that involves biological agents, specifically naming pandemic influenza A viruses and influenza A viruses with pandemic potential.

The Secretary of the Department of Health and Human Services, Xavier Becerra, updated a previous emergency declaration issued on April 19, 2013, by then Secretary Kathleen Sebelius, concerning avian influenza A “virus” or H7N9. In the updated emergency declaration, Becerra defined pandemic influenza A viruses and influenza A viruses with pandemic potential as “animal viruses and/or human influenza A viruses circulating in wild birds, domestic animals and/or humans that cause or have significant potential to cause sporadic or ongoing human infections, or historically have caused pandemics in humans, or have mutated to cause pandemics in humans, and for which the majority of the population is immunologically naïve”. This broad definition would encompass any and all “influenza A viruses” including H5N1, H5N2, H7N9, H10N3, H5N8, and H7N4. This opens the door to use any type of “influenza A virus”, no matter its origin or no “virus” at all, for a declaration of a pandemic.

Unfortunately, with this declaration, it triggers the aspects contained in the PREP Act for a military operation for development of “demonstration” products, as we saw in the CONvid-1984 planned scam-demic. The key that triggers the PREP Act and development of “demonstration products” is the indication that these “illnesses” are the result of chemical, biological, radiological or nuclear (CBRN) agents.

From the Federal Register:

Under section 564 and 564A of the Federal Food, Drug, and Cosmetic Act (FD&C Act), the U.S. Department of Health and Human Services (HHS) has the ability to take certain steps to help facilitate the availability of medical countermeasures after one of four determinations under section 564(b) is made: (1) a determination by the Secretary of Homeland Security that there is a domestic emergency, or a significant potential for a domestic emergency, involving a heightened risk of attack with a chemical, biological, radiological, or nuclear (“CBRN”) agent or agents; (2) the identification of a material threat by the Secretary of the Homeland Security pursuant to section 319F-2 of the Public Health Service (PHS) Act sufficient to affect national security or the health and security of United States citizens living abroad; (3) a determination by the Secretary of Defense that there is a military emergency, or a significant potential for a military emergency, involving a heightened risk to United States military forces, including personnel operating under the authority of title 10 or title 50, of attack with (i) a CBRN agent or agents; or (ii) an agent or agents that may cause, or are otherwise associated with, an imminently life-threatening and specific risk to United States military forces; or (4) a determination by the Secretary [of HHS] that there is a public health emergency, or a significant potential for a public health emergency, that affects, or has a significant potential to affect, national security or the health and security of United States citizens living abroad, and that involves a CBRN agent or agents, or a disease or condition that may be attributable to such agent or agents. [Emphasis Mine]

This emergency declaration is indicating the Secretary of the Department of Health and Human Services denies any “natural” origin to any of these “illnesses”, but declares these illnesses are a result of a CBRN agent or agents. With the indication this could affect national security, the PREP Act is invoked for the development of “medical countermeasures” and the response to be directed and controlled by the military. As we already know, Moderna has now received money from the government to develop multiple “medical countermeasures” for several iterations of avian influenza.

The response to the CONvid-1984 planned scam-demic and the development of the CONvid-1984 modified mRNA gene therapy bioweapon shot was a military operation that stretched worldwide according to research by Sasha Latypova and Debbie Lerman. The COVID Dossier is currently on Lerman’s Substack which provides all references for their research. It is well worth the time to read. The dossier not only documents the military control of the response in the united States, but the responses in the United Kingdom (UK), Australia, Canada, Netherlands, Germany, and Italy. Their research confirms that laws in these countries were in place to act upon an “emergency declaration” regarding illnesses as a result of CBRN agents. It is safe to conclude this was an actual conspiracy and not a “conspiracy theory”.

Many continue spinning their wheels to determine the “origin” of the CONvid-1984 – natural or lab created with gain-of-function research then released upon the people (biological weapon). This is fruitless because there doesn’t need to be any type of illness. The only thing needed to trigger the playbook is a declaration under Section 564 of the FD&C Act – no illness threat required.

With this declaration update on July 24, 2024, the Food and Drug Administration (FDA) issued alerts and investigations regarding H5N1. Interestingly, their “concern” is shared by the united States Department of Agriculture (USDA), as well as the Center for Disease Control (CDC) as the FDA webpage indicates. In this “emergency”, the government “concern” has become the food supply and it isn’t just limited to chickens, eggs, cows, or dairy products. It now expands to animal feed and commercial dog and cat food products.

In September of 2024, the FDA established four Animal and Veterinary Innovation Centers (AVIC) to explore “the use of gene editing in chickens to reduce susceptibility or provide resistance to HPAI and other avian viruses by genetically targeting pro-viral host factors, antiviral proteins, or viral genes”.

Since the Secretary of the Department of Health and Human Services declared this “emergency” as a result of CBRN agents, why would the FDA establish centers to explore gene editing use in chickens? It’s an attack on the food supply.

The action the government has chosen to take, which has been being seen for quite some time, is to cull millions of commercial chicken flocks based on results of a PCR test, made infamous during the CONvid-1984 planned scam-demic. It matters not whether the result is positive or negative, the PCR test is useless, always has been, since it is not diagnostic in nature. But, the PCR test is an ingenious, albeit evil, mechanism for triggering the playbook used with the CONvid-1984 that lends itself to other scam-demic potential “illnesses”.

And, there are already numerous “test” for H5N1 listed as “approved” at the FDA website. On July 22, 2024, the FDA stated the following:

Laboratory developed tests (LDTs) for Highly Pathogenic Avian Influenza (HPAI) offered by clinical laboratories that are certified under CLIA and qualified to perform high-complexity testing currently fall under the FDA’s general enforcement discretion approach for LDTs. The FDA generally does not expect clinical laboratories that are certified under CLIA and qualified to perform high-complexity testing to request marketing authorization from the FDA for their LDTs for HPAI prior to them offering those LDTs.  And the FDA would not issue EUAs for such IVDs given that there is no relevant section 564 declaration.

This statement was issued two days before the July 24, 2024, update to an existing declaration of emergency adding H5N1, along with numerous other “influenza viruses” to H7N9. The FDA is at liberty to issue Emergency Use Authorization (EUA) for a measure to “detect” any type of influenza A virus falling under the July 24, 2024, emergency declaration. Currently, there is one test specific for H7N9 and one specific for H5N1, authorized by the FDA in 2014 and 2009 respectively.

Now, one must ask the question, “if there was such an illness as a result of a CBRN agent resulting in an emergency declaration in July of 2024, why was it not widely announced to the public?” It is the same scenario that happened with CONvid-1984 – the emergency declaration for CONvid-1984 due to a CBRN was issued February 4, 2020, but the people were not informed until six weeks later. Has any agency reported on the emergency declaration update in July 2024 for a potential public health emergency with a potential impact to national security that involves biological agents, specifically naming pandemic influenza A viruses and influenza A viruses with pandemic potential?

If this isn’t enough, the FDA has updated their “medical countermeasures initiative” (MCMi), which occurred on June 27, 2024, a mere month before the emergency declaration update in July 2024. On the FDA webpage further documenting the MCMi program updates, the FDA stated, “FDA works closely with interagency partners through the U.S. Department of Health and Human Services (HHS) Public Health Emergency Medical Countermeasures Enterprise (PHEMCE, or Enterprise) to build and sustain the MCM programs necessary to effectively respond to public health emergencies. FDA also works closely with the U.S. Department of Defense (DoD) to facilitate the development and availability of MCMs to support the unique needs of American military personnel.”

As we now realize, this close relationship to develop and make available MCMs for the American military was used on the civilian population regarding CONvid-1984 planned scam-demic resulting in the CONvid-1984 modified mRNA gene therapy bioweapon shots.

The pieces are in place for rapid implementation on any “influenza A virus” from any source to usher in medical tyranny once more, not only on the people but also on the food supply. It may not be H5N1 or H7N9, but another – Moderna is already working on mRNA products for several “influenza A virus” candidates. H5N1 and H7N9 could be what is used to attack the food supply and our livestock and pets with deadly mRNA products.
