Colonel Fletcher Prouty: There is an international power elite that runs the world

There is, and has been throughout history, an elite that runs countries and the world, Col. Fletcher Prouty said in a 1992 interview.  Recognising the existence of this international power elite is essential to understanding the current situation. 

On 11 November 1992, Jeff Steinberg, the counter-intelligence editor for Lyndon LaRouche’s Executive Intelligence Review (“EIR”), interviewed Colonel Fletcher Prouty (Ret.).  The interview covered a wide range of topics related to the Cold War, including the Cairo Conference, the preparation for the Cold War in the waning years of World War II, the conditions leading to the Vietnam conflict, the Bay of Pigs, the chaotic situation in South Vietnam, the assassination of John F. Kennedy and President Johnson’s deathbed confession.

L. Fletcher Prouty, also known as Colonel Fletcher Prouty, was a retired colonel in the United States Air Force who served as Chief of Special Operations for the Joint Chiefs of Staff under President John F. Kennedy and was the real-life character upon which the figure of “Mr. X” in the 1991 Oliver Stone movie ‘JFK’ was based.  He was a distinguished career military officer, historian, author and expert on the international railroad industry.  His books include ‘The Secret Team’ (1973) and ‘JFK, the CIA, and the Plot’(1992).  Col. Prouty died in 2001.

Republishing the 1992 interview with Col. In his book ‘The Secret Team’ Col. Prouty referred to the “international power elite,” a group of powerful figures who have controlled history from behind the scenes using propaganda schemes to shape the world and influence decision-making.

Col. Prouty explained that the concept of the international power elite is not a conspiratorial theory but rather a recognition of the fact that powerful individuals and groups have always played a significant role in shaping history, and that this phenomenon continues to the present day.  To prove this point, he gave the example of lobbyists and other special interest groups exerting influence over governments and legislation.

The idea of a powerful elite controlling world events is not new, and has been acknowledged by historical figures such as British statesman Benjamin Disraeli and Chinese emperor Sun Xiu, who noted that the general public is often unaware of the true forces at work behind government.  Recognising the existence of this elite is essential to understanding the current situation, Col. Prouty said.  “There is, and has been throughout history, an elite that runs countries and the world.”

To explain what the powerful elite’s worldview is, Col. Prouty used Thomas Malthus as the example.

Thomas Malthus was an English economist and demographer who lived from 1766 to 1834.  He is best known for his theory that population growth tends to outpace the food supply, leading to hardships and calamities such as famine, disease and war.  Malthus’ worldview is representative of the power elites’ worldview.

During Malthus’ time, Col. Prouty explained, the British Empire had been built on the control of the sea and, knowing that its surface is finite, had begun to inventory the Earth.  Led by Malthus, who taught at the East India Company’s Haileybury College, the inventorying of the Earth involved identifying the sources of various resources, such as tin and iron, and mapping the world, which in the process led to the discovery of different types of people and races.

Mapping where things and people are in the world “[is] a very important function, but it leads you to one more thing that has governed the relationship between countries ever since then – because Malthus came up with this idea that the population is growing ever so much faster than the ability to raise food and therefore it wouldn’t be long before mankind would run out of food,” Col. Prouty said.

Malthus’ idea that the population is growing faster than the ability to raise food, combined with Darwin’s theory of the survival of the fittest, provided a convenient justification for colonialists to kill off large numbers of people, as they were seen as not being fit to survive, and this ideology backed up the concept of proprietary colonialism.

Proprietary colonialism refers to a form of colonial governance where people or groups, known as proprietors, are granted commercial charters by the crown to establish and manage overseas colonies. These proprietors had significant authority over the colonies, including the right to appoint officials, make laws and collect taxes, often acting almost as independent sovereigns within their territories.

Proprietary colonies were distinct from Crown or royal colonies, where the Crown directly appointed officials, and charter colonies, which operated under a corporate charter given by the Crown. Proprietary colonies were commercial enterprises established under the authority of the crown, and proprietors had responsibilities to both the crown and shareholders to ensure the security and profitability of the colonies.  Several proprietary colonies were established in North America in the 17th century.

Both Malthus’ and Darwin’s theories were propaganda.  Nevertheless, supported by these two theories, the concept of proprietary colonialism swept the world from the 19th century onwards and still has an impact today, as seen in events such as the Vietnam War, where hundreds of thousands of people were killed and the feeling was that it didn’t matter because they wouldn’t have lived anyway.
